Should I pay for the implementation of BEMServer?

No. You can install it on your own.

What do I need to develop my own service for a client through BEMServer?

Services interact with BEMServer through the exposed REST APIs. Your service can therefore be developed with the programming language and technologies of your choice and just need to perform operations on the APIs.
When the security layer of BEMServer is set up, the service needs to be registered, and associated with a site and role (otherwise, it will not be able to access any data).
